CasSteve LLP was established in March 2008 by Kazakh professionals in the sphere of sea shipping and maritime law. During the last years we had participated in multiple projects in the Kazakh sector of the Caspian Sea, the most notable of which include:

  • 2008-2014 legal adviser of SEACOR / the National Response Corporation on registration of fleet in Georgia and Kazakhstan, obtaining & extension of licenses and permits for OSR operations and specialized OSR vessels, chartering of PSVs, certification by class societies, assistance in bidding for the Pearls, N-Block and other offshore drilling projects.
  • 2009-2011 contractor of TenizService for construction and certification of the 1st OSR vessel built in Kazakhstan, from keel blocks until seaworthiness, coordination with suppliers and designers in the Netherlands and the U.S., commissioning of OSR equipment, testing and IACS certification.
  • 2010-2011 legal counsel of Transocean for clearance of Trident Offshore Drilling Rig and obtaining of permits for operation in Kazakh national waters for CMOC; legal counsel of the Korean National Oil Company on issues related to registration, licensing and certification of Semi-Submersible Drilling Barge “Caspian Explorer”, sale to affiliate company, registration of mortgage, coordination with the U.S. law firms and banking syndicate.
  • 2009-2015 legal counsel of Gulf Agency Company on registration of fleet in Kazakhstan and Kazakh Embassy in Turkey, certification, licensing, consulting on the broad range of issues related to Kazakh sea shipping legislation, assistance in registration of fleet in Turkmenistan.
  • 2009-2023 legal counsel of Caspian Services Group, Topaz Marine, Caspian Sea Support, Sarens N.V., Caspiy Ak Jelken and other ship operators and law firms in sale, lease, pledge, charter, clearance of arrest and registration of rights on sea vessels in Kazakhstan, Georgia, Turkey, Turkmenistan and Azerbaijan, work on amendments to the Rules of Cabotage.
  • 2010-2015 stevedore at LPG offshore loading terminal in Umirzak Village, development and approval of technological scheme for terminal and involved state authorities, approval of border control post, operation of terminal, registration and licensing of LPG tankers, shipping of LPG for export by sea, multiple supply chain responsibilities, installation of equipment for jetty and tankers, crew change, agency and ship call.
  • 2014-2023 legal counsel of companies involved into offshore construction projects in Kazakhstan: Archirodon, Jan De Nul, Van Oord – construction of ferry terminal near Kuryk Settlement, construction of Aktau Northern Marine Terminal, maintenance of access channels at Kashagan and TCO FGP Prorva, Silverburn Shipping – placement of underwater pipelines and cables from Kashagan to Bolashak Complex, in a part concerning sea shipping regulation, international maritime treaties, licensing, chartering, STCW certification of crews and class certification.
  • 2016-2020 legal counsel of Kirk Larsen & Ascanius and Blue Water Shipping S/A on conclusion of the Consortium Agreement with KMTF for TCO’s FGP – work on agreement and annexes, preparing of drafts of approvals from corporate management bodies, alignment of drafts in accordance with Kazakh shipping laws, drafting and coordination of escrow agreements, obtaining of cabotage permits for MCVs for shipment of modules from Ersai to Prorva.
  • 2017-2018 legal advisor of NCOC N.V. in part concerning amendments to the sea shipping regulation of Kazakhstan – development of draft amendments and its approval in the involved authorities of Kazakhstan, the National Chamber of Commerce, expert society, registration in the Ministry of Justice and the official publishing; legal analyses of operations of the Northern Caspian Oil Spill Response Base and possible conversion into sea-river cargo terminal.
  • 2023 agent for survey and resuming of class for vessels involved into crude oil carriages under TCO-SOCAR contract, procurement and certification of technical services, navigation and life support equipment; engineering services provider for the Port of Kuryk dredging project: development of design package and its approval by the authorities.
